As someone who has been filing FOIAs for more than 20 years, suing the EPA twice and FDA once to get them to comply, I can tell you with certainty that our federal agencies no longer even pretend to provide transparency. Exemption 6 doesn't appear to legitimately apply in this case, and even if it does, the redactions would not be whole pages worth, they would be simply names of individuals and/or other identifying information about those individuals. They government is breaking the law when they send you wholly redacted pages like this. I hope you're going to appeal this and or litigate.
