On the pitch the ref did not find fault. He only got alerted by his video assistants, VAR.
After watching Balogun's challenge on the Bosnian player in great detail and slow motion, it was clear that the challenge was excessive, putting the health of the opposing player at risk. Per the official rules of the game, this calls for a MANDATORY red card--Balogin being intentional or not does not matter per the rules of the game. The ref really had no choice, and the same scenario unfolded last night in the England game when Qasah was red-carded.
The only discretion in the matter comes in the length of the subsequent suspension. Balogun got off extremely lightly (in my view correctly) with only a minimum 1 game suspension. There is precedence cutting suspensions (Portugal's Ronaldo once had his cut from 3 days to 1), but given that Balogun only had the minimum 1 game, there was.no room for discretion.
Now some interpretation:
You may wonder why a red card triggers any subsequent suspension. If it did not, a red card would become something of a free option at the end of a game. Nobody wants that.
Now the question is, why are capable refs on the pitch constantly overruled by nitpicking VARs. Good question: it is a FIFA choice.to ask them to be pedantic. The US boys are hardly the only sufferers--Germany had their game winning goal against Paraguay disallowed, dropping out of the tournament.
